The Internet Goracle has pondered your question deeply. Your question was:

O Great Goracle Most Wise Who Knows All, please enlighten this ignorant supplicant who now grovels at your feet: Did Al Gore (as US Senate president) cast the deciding vote for a bill in 1994 to encourage the use of corn ethanol?

And in response, thus spake the Goracle:

Are you referring to the old Energy Bill which was passed in 1992? But you know, I wasn’t even Senate president at that time, and the bill was passed by a very wide margin — I couldn’t cast a deciding vote even if I wanted to.

Or are you referring to this amendment which was tabled (postponed) in 1994 with the deciding vote cast by me?

No funds in this Act may be used to promulgate, implement, or enforce any requirement that a specified percentage of oxygen content of reformulated gasoline (as required by 42 U.S.C. 7545(k)) come from renewable oxygenates …

Yeah, I’ll grant that. But let’s see… current biofuel incentives are determined by the 2005 Energy Policy Act, which reads thus:



Not later than 1 year after the date of enactment of this paragraph, the Administrator shall promulgate regulations to ensure that gasoline sold or introduced into commerce in the United States (except in noncontiguous States or territories), on an annual average basis, contains the applicable volume of renewable fuel determined in accordance with subparagraph (B). […]


(i) CALENDAR YEARS 2006 THROUGH 2012- For the purpose of subparagraph (A), the applicable volume for any of calendar years 2006 through 2012 shall be determined in accordance with the following table:

Calendar yearApplicable volume of renewable fuel (in billions of gallons): 2006 — 4.0; 2007 — 4.7; 2008 — 5.4; […]

Note that this bill was passed by a Republican Congress and a Republican President. Not me.

And does this sound to you like I was uncritically encouraging corn ethanol, you lowly worm?

So the answer to your question is “yes, but it’s no longer relevant except as a talking point”.
